Local government units (LGUs) in Zadar County face the same challenge: they have SECAP action plans with clear emission reduction targets, but lack the specific technical expertise to prepare and implement renewable energy projects. Adriatic OIE provides exactly that concrete support.

Our approach is operational, not consultative in the classical sense. Instead of producing reports that end up in a drawer, we work side by side with municipal technical departments — mapping public building rooftops suitable for solar installation, preparing technical tender documentation, and assisting with communication with HEP ODS on connection requirements.

The current investment cycle in the county offers a unique opportunity to incorporate renewable energy components into virtually every new infrastructure project. Our role is to ensure municipalities don't miss that opportunity — whether it involves energy renovation of public lighting, installing solar plants on schools and health centres, or preparing EU-funded projects.

We place particular emphasis on helping smaller municipalities that lack their own technical capacity. Municipalities such as Nin, Biograd, and surrounding areas can count on our support for applications to current calls, understanding technical specifications, and coordinating with contractors.
